Community College Budget Cuts Drive Students To For-Profit Schools

ONTARIO, Calif. -- Just after she started working for an ambulance company in this suburban enclave east of Los Angeles, Cierra Nelson came to admire the quick decision making and street smarts of the nurses she met on runs to local hospitals. She soon opted to pursue a nursing degree, settling on a low-cost, two-year program at a nearby community college that has an excellent job placement record.

But despite her efforts to complete the coursework in the ensuing four years, Nelson is still not a nurse. California's budget cuts have forced the state's community college system to scale back the availability of crucial science classes. Nelson found herself repeatedly turned away from the oversubscribed courses required for her degree.

Frustrated and seeking an alternative, she took out more than $50,000 in student loans to enroll last winter in a nursing program at Everest College, one of many for-profit institutions that have sprung up in the area amid massive cutbacks in public funding for higher education.

"When I first saw how high it was, it was kind of a shock," said Nelson, who eventually came to the conclusion that taking out loans made more sense than waiting semester after semester to take the community college classes she needed to advance. "I know it's a lot of money and I'll be in debt, but I've got to do what I need to do."

While the program at Everest comes with a much higher price tag -- nearly $60,000 in tuition, compared to less than $3,000 at area community colleges -- its degrees appear to be less valuable on the career marketplace. More than 90 percent of the nursing students at nearby community colleges last year passed state licensing exams, which are required to practice in California. Fewer than 70 percent of Everest students passed the exams, registering the lowest success rate of all nursing programs in the state.

Nelson's predicament mirrors that of many students navigating the world of higher education in recent years. Community college degree programs, which have long provided affordable pathways to careers, have been overloaded by soaring demand, just as state governments grappling with budget crises have slashed support for such programs. Lack of public funding is among the more potent forces behind the surge in enrollment at for-profit colleges, which has turned their corporate parents into Wall Street darlings.

This dynamic has played out powerfully in California, where cuts to public education have been particularly deep, and where for-profit colleges have been notably aggressive, tacking up marketing notices on bulletin boards at community colleges where students are increasingly unable to enroll in classes.

"The population that is being pushed out is the most needy," said Jane Patton, past president of the Academic Senate for California Community Colleges, a group representing college faculty members. "These are the most vulnerable students that the for-profits have preyed on."

The for-profit college sector has faced increasing scrutiny in the past two years, as attorneys general in at least four states, including Florida and New York, have prosecuted or launched investigations into more than a half-dozen companies for overly aggressive marketing practices and financial aid fraud. More than 20 state attorneys general have signed on to a working group probing industry abuses.

Federal data has shown high rates of default on student loans among students enrolled at these institutions, prompting the Obama administration to promulgate new rules aimed at limiting abuses. A year-long Huffington Post investigation has found widespread rule-breaking at several of the largest for-profit college chains, with many institutions systematically preying on the anxieties of potential students, while making false promises about the success rates of their graduates.

Faced with the fact that large numbers of students fail to secure jobs that pay enough to keep them current on their loans, the industry has defended itself in part by portraying its campuses as the last bastion of opportunity for many Americans aspiring to a college degree. In testimony on Capitol Hill and in media interviews, industry representatives have emphasized that its schools welcome the least advantaged, hardest-to-educate students: people from low-income households, minorities and first-generation college students.

In the for-profits' scenario, any change in policy that risks slowing enrollment growth at their colleges also risks eliminating the only alternative available to more vulnerable segments of the student population.

But while for-profit colleges do indeed educate more low-income and minority students than other institutions, this is in large part because support for the traditional alternative, community college, has failed to keep pace with demand.

Though no one maintains a comprehensive list of state funding for community colleges, state and local support for community colleges on a per-student basis declined by 5 percent in 2009 from a decade earlier, according to Department of Education statistics compiled by the Delta Project, a nonprofit research group that studies higher education spending. The total subsidies provided to students by community colleges, including funding from public sources and other outside support, fell by 10 percent over the last decade, on a per-student basis.

The Obama administration has significantly boosted funding for Pell Grants, which are available to low-income students. Over the last three years of the program, the federal government has more than doubled spending on Pell grants, budgeting $20 billion more this year than in the 2007-08 school year. For-profit colleges have captured an outsized share of this pool -- roughly 25 percent -- despite educating only 12 percent of college students nationwide, according to the most recent federal data.

Had the $7.5 billion that for-profit institutions received via Pell Grants during the 2009-2010 school year gone instead to fund community college systems nationwide, that money could have created capacity for an additional 629,000 community college students, The Huffington Post calculated, using available estimates for the average expenditure per student. That would represent a 20 percent increase in the number of full-time community college students currently enrolled nationwide.

At California's community colleges -- the nation's largest system of higher education, serving a quarter of community college students nationwide -- an estimated 200,000 students will be turned away from classes next school year, according to the state community college chancellor's office, following state cutbacks of nearly 20 percent across the entire system. That amounts to more than 7 percent of the entire state's community college student body, and that does not count those who gave up on plans to enroll due to the difficulties of securing classes.

After accounting for inflation, California is now spending the same amount on community colleges that it did six years ago, despite adding more than 175,000 students in that period, a nearly 20 percent increase. On a per-student basis, the state is spending less this year than it was 15 years ago.

The for-profit college programs that have been absorbing the resulting overflow of students are on average more than five times as expensive as their community college counterparts, according to a Senate report that examined such schools nationally. While only about one in five students at community colleges takes out loans to finance their tuition, four of five students at for-profit two- and four-year schools sign off on loans, according to Department of Education data.

Because of the high costs and high debt loads, students at for-profit colleges are responsible for about 45 percent of all student loan defaults.

In the eyes of public education advocates, for-profit colleges are the inevitable, opportunistic outgrowth of a society that simultaneously rewards those with greater education while it eliminates traditional support for public campuses.

"The economy is essentially telling people that you have to get some kind of post-secondary degree or credential," said Anthony Carnevale, director of Georgetown University's Center on Education and the Workforce. "So the demand is growing very fast, and our ability to fund this function is crashing. It's not just declining, it's crashing. The public sector is basically getting out of the business, so the costs are shifting to the individual students."

RED INK IN THE GOLDEN STATE

California's current status as the leading edge of for-profit college growth represents a substantial change in its history. A half-century ago when the state laid out its master plan for higher education, which quickly became a model for the rest of the country, it leaned heavily on public institutions.

The plan gave rise to one of the most prestigious public university systems in the nation, and it included a vast network of community colleges with a mission of educating "any student capable of benefiting from instruction."

"It is the intent of the Legislature that each resident of California who has the capacity and motivation to benefit from higher education should have the opportunity to enroll in an institution of higher education," the plan declared. "Once enrolled, each individual should have the opportunity to continue as long and as far as his or her capacity and motivation."

The community college system was crucial for career training, but it also provided a logical pathway for transfer to California State University or University of California schools. More than half of Cal State graduates started at community colleges, and nearly a third of UC system graduates began their education there. Nearly 70 percent of the state's college students are enrolled at a community college, a much higher rate than in other states, making California's system by far the largest in the nation.

Perhaps the most revolutionary concept was that of tuition-free education. Under the original master plan, the state subsidized every resident who came through the system, eliminating any out-of-pocket costs, save for some fees for specialized coursework such as labs.

Even as cuts in those subsidies in recent times have forced campuses to increase fees, California has for years offered the lowest tuition for community college in the country. At $36 per credit this year, the price tag is less than a third of comparable community college programs in New York.

Lady Gaga, Madonna, Nicki Minaj Top 2012's Most Anticipated Albums

Mumford & Sons, Justin Bieber, Rick Ross also prepping new material.

The past 12 months have seen the release of monster albums from Adele, Lady Gaga, Drake, Taylor Swift, Lil Wayne and Nicki Minaj.

But the next 12 are promising to bring even more music from several of those artists, plus new albums from Mumford & Sons, Rick Ross, Jay-Z, Linkin Park, Paramore, Madonna, Miley Cyrus, Maroon 5 and Green Day.

It's a bumper crop of major albums from some of rock, pop and hip-hop's biggest stars, who are returning from long breaks, hoping to follow up smash debuts or just trying to keep their momentum going.

While release dates are always subject to change, here are some of the most anticipated releases of 2012.

Pop:
Ironically, the status of new albums from the artists whose next moves everyone is most curious about are the ones most in the air. Rihanna tends to deliver a new album every 12 or 13 months, which means that she may have another disc in stores at the end of next year once the just-released Talk That Talk has run its course.

On the other hand, Lady Gaga has already begun talking about her follow-up to this year's Born This Way. Gaga recently told MTV News that she's already started writing songs and "all the concepts are beginning to flourish and take place." She didn't give a potential release date, only promising, "I'll put it out when it's done."

Katy Perry hasn't publicly spoken about what will come after 2010's smash Teenage Dream, but it's possible she could start work on new material in 2012 as well. We know for sure that Justin Bieber is planning to show his more mature side next time around, possibly even incorporating some EDM sounds into the mix.

It's been confirmed that Madonna hooked up with M.I.A. and Nicki Minaj for the single "Gimme All Your Luvin' " from her untitled forthcoming album, which will feature production from Ray of Light producer William Orbit.

Other artists who could release fresh material in 2012: No Doubt, Maroon 5, Avril Lavigne, Miley Cyrus, Christina Aguilera, Ke$ha and Nicole Scherzinger.

Hip-Hop:
Two titans of rap are cueing up fresh tracks for early 2012, with Nicki Minaj likely to get out of the gate first with her sophomore album, Pink Friday: Roman Reloaded, due out on Valentine's Day. The disc will include first single "Roman in Moscow," which sees the Best New Artist Grammy nominee getting into the character of her alter ego, Roman Zolanski.

After the delay of God Forgives, I Don't due to a pair of seizures he suffered in October, Rick Ross is expected to come back strong as well. The Bawse has taken his convalescent time to work on a new track with Jay-Z.

Speaking of Jigga, fans may get a new record from him as well, considering he told MTV News he was cooking up fresh tracks way back when he first played us songs from his Kanye West collaborative album, Watch the Throne. In fact, Jay-Z said you might get solo albums from both men as well as the second Throne release.

Other artists that should have albums hitting stores in 2012: Nas, Frank Ocean, Slaughterhouse, Wiz Khalifa, the G.O.O.D. Music compilation, T.I., Big Sean, 50 Cent, Ludacris, Big K.R.I.T., Meek Mill and potentially two discs from Lil Wayne, I Am Not a Human Being II and Rebirth II.

Rock:
Some of rock's biggest guns are reloading for 2012, among them Green Day, who debuted some new tracks at a benefit show in August. The title of the follow-up to 2009's 21st Century Breakdown hasn't been announced yet, but some of the early songs slated for possible inclusion are "Nuclear Family," "Carpe Diem" and "Sweet 16."

U2 have reportedly been cooking up a number of potential new albums, logging sessions with Danger Mouse and working with French producer/DJ David Guetta, RedOne and will.i.am on a disc of dance-oriented tunes.

Prog rock revivalists Muse should also have some new material for us, with bassist Chris Wolstenholme promising in a recent interview that the sound on their sixth album will be "radically different" from 2009's The Resistance.

We may get something from Linkin Park, who are prepping the follow-up to 2010's A Thousand Suns, and Mumford & Sons. It's been two years since the British folk rock revivalists dropped their still strong-selling debut, Sigh No More, and they began giving fans a taste of some new material in the fall when they unveiled the majestic song "Ghosts."

After a rough year, Paramore have finally put the drama behind them and they're super-psyched to record an album free of tension and inter-band awkwardness. So far, they've already unwrapped the bouncy "Renegade" and "Hello Cold World," which bode well for their fourth full-length studio album.

Other rock acts slated to release new albums: the reunited Soundgarden, Foster the People, Neon Trees, Sleigh Bells, Silversun Pickups, Bruce Springsteen and All-American Rejects.

Untethered jailbreak now available for pre-A5 iPhones, iPads and Touches

It's just a few weeks since pod2g revealed his untethered jailbreak for iOS 5 and -- boom -- all of a sudden it's up for the DL. The exploit has been incorporated into redsn0w 0.9.10, the Pwnage Tool and Chronic Devteam's Cydia package, and it works on the iPhone 3GS, iPhone 4 (including the CDMA version), iPad 1, iPod Touch 3G and iPod Touch 4G, so long as they've been updated to iOS 5.0.1. Meanwhile, pod2g is reportedly now looking for a way to snap the shackles on A5-based devices too, but hopefully only after he's taken some rest -- a burned-out jailbreaker is no good to anybody. 3 miners rescued from Tenn. mine after fire

Tennessee on Wednesday, trapping three miners inside for about three hours before they were rescued, authorities said. Two other miners below ground were injured by smoke inhalation.

The three miners were trapped by smoke and needed respirators before they could leave the mine. A rescue team helped the miners and they appeared unharmed, though they are being taken to a hospital, said Tim Wilder of the Jefferson County EMA.

The two injured miners were taken to a local hospital had minor smoke inhalation, New Market Fire Department Captain Sammy Solomon said

There were 54 miners underground when the fire started on a drill rig about 800 feet below the ground, officials said.

The three men were able to make it to a safe room about a mile underground. About an hour after the fire ignited around 1:10 p.m. EST, they were able to make contact with people on the surface of the mine, officials said.

It was not clear yet how the fire started at the Young Mine about 25 miles northeast of Knoxville. The mine is operated by the Switzerland based company Nyrstar.

A spokeswoman for Nyrstar said the miners were in "fine spirits" after they were rescued.

Last combat troops out of Iraq back at Fort Hood

Fort Hood, Texas? 1st Sgt. Scott Dawson has spent several Christmases overseas during four deployments to Iraq, but he arrived home for this holiday Saturday ? and he and his family hope it's for good.

Dawson was among the very last U.S. combat soldiers to leave Iraq a week ago. Members of his brigade having been arriving Fort Hood in Texas over the past week, and he was in a group of nearly 200 that landed Saturday. Only about a dozen are still overseas, along with members of another brigade that was in the final convoy to cross the border into Kuwait.

The soldiers' families waited for two hours in drizzling rain and chilling wind on Christmas Eve morning, some wrapped in blankets and holding signs decorated with ornaments and candy canes. They screamed upon seeing the troops from the 3rd Brigade, 1st Cavalry Division arrive in buses and march onto a field at the Army post.

When the announcer yelled "Charge!" at the end of the brief welcome-home ceremony, wives, children and parents ran to the soldiers, hugging and kissing them.

Dawson's wife, Capt. Jessica Dawson, said his absence has been difficult even though she may have a better understanding than other spouses. She deployed with her husband in 2009.

"He's missed a lot of birthdays and holidays, but you don't dwell on what you missed, and they are little enough that they won't remember he wasn't here," Jessica Dawson said. "The biggest thing is that he made it (back). Like I told the kids, even if he doesn't get back in time, this will be the best Christmas ever because he's out of Iraq."

Dawson kissed his wife and scooped up his two young daughters as they ran into his arms. Like many soldiers, he said he just wanted to spend time with his family over the holidays and hadn't made elaborate plans.

"It's great ... but it's odd because usually I don't get to stay home for very long," said Dawson, who is staying in the Army and isn't sure if he will be deployed to Afghanistan or somewhere else.

The troops slipped out of Iraq a week ago in heavily armored personnel carriers that moved under cover of darkness and in strict secrecy to prevent any final attacks. Dawson said the significance of being among the last to leave hadn't yet sunk in.

"In the future I'm sure this will really hit me," he said.

Col. Douglas Crissman, the 3rd Brigade's commander, also just returned home and said it was a privilege that the brigade was the last to leave Iraq. Preparing for the final exit took a year, he said.

"Fort Hood has given a lot ? blood, treasure, time and sacrifice ? like many Army installations, so being part of the closing days in Iraq is fitting," he said Saturday as he watched soldiers hug their families. "It's great to be part of the end. There's closure. We were the last vehicles to roll out, and that was a privilege."

Fort Hood has about 46,500 active-duty soldiers. Since 2003, more than 565 have been killed in Iraq and Afghanistan, according to officials at the Army post.

Oops! Home invader shot by accomplice, police say

One suspect is in the hospital and police officers in Melbourne say they're looking for two others who broke into a home over the weekend.

Three people broke into a Colbert Circle home Saturday night, investigators said.

Officers found one man, identified as Nathaniel Clay, collapsed in the back yard of the home. They think someone inside struck Clay with a baseball bat before one of his accomplices accidentally shot him.

The shooter was aiming for the homeowner but shot Clay, according to detectives.

Clay is recovering at Holmes Regional Medical Center under police guard. He faces burglary charges.

Cancer Survivors Should Take Steps to Keep Healthy During Holidays (HealthDay)

FRIDAY, Dec. 23 (HealthDay News) -- The holiday season can be especially meaningful for cancer survivors, but they need to take steps to ensure they stay healthy through this often hectic and stressful time.

One in 20 U.S. adults is a cancer survivor and their ranks are growing. Many of these folks have long-term health needs due to the disease and its treatment, experts at the Fred Hutchinson Cancer Research Center pointed out in a center news release.

Karen Syrjala, co-director of the center's Survivorship Program, offers holiday health tips for cancer survivors, including the following:

  • Be prepared for your holiday stress points. Take steps to deal with family conflicts or trying to do too much. For example, if you have to see a difficult relative, plan something fun afterward so you can look forward to doing something enjoyable.
  • Take control of your time and eliminate holiday events or traditions you feel you can do without. Also, try to postpone non-holiday events until the new year.
  • Make sure to schedule time with people who mean the most to you. Spending time with those closest to you has a beneficial effect on both the body and brain.
  • Keep physically active during the holidays and all through the year. It's good for your overall health and may even reduce your cancer-related risks.
  • Eat a healthy diet. Focus more on giving your body what it needs (such as fruits and vegetables) and less on trying not to eat certain foods. Eating healthy foods before going to a party will make it easier to resist sweets and other unhealthy foods. Consult a nutritionist if you're not sure what is healthy for you or if you have digestion problems.
  • Avoid alcohol or drink in moderation. Alcohol has been linked with an increased risk of cancer.

Job Description

LivingSocial are currently looking to grow our IT department through the acquisition of a new Information Technology Support Administrator. As an IT Support Administrator, you will act as the first point of contact for UK employees on all issues relating to IT, audio-visual and telephony equipment.

Responsibilities

Our IT Support Administrator will have responsibility for:

A real sea change

International diplomats met two weeks ago at the UN Durban Climate Change Conference in South Africa to discuss a greenhouse gas reduction plan?displaying no urgency to reach any meaningful agreement. Meanwhile, researchers at the American Geophysical Union annual meeting in San Francisco are reporting what many scientists have suspected for a long time but have been thus far not been able to prove convincingly?that the world?s sea level is likely to rise by at least 3 feet in the next 100 years.

The vast Greenland ice sheet is melting at an increasingly rapid rate?much faster than most conservative estimates made by, among other authorities, the UN?s own Intergovernmental Panel on Climate Change (IPCC). In the last decade, scientific technologies have made fast advances toward more confident and precise measurements of the complex changes in the Greenland ice sheet.

Previous estimates by the IPCC were kept low because there was so much uncertainty in the measurements. Many suspected it was melting faster, but at best could only support such claims anecdotally. This scientific uncertainty has been cast erroneously by some as evidence that the risk of glacial melting was being exaggerated. It was always a distinct possibility that the ice sheets were melting more rapidly.

What?s more worrying is the range of possibilities is growing larger. Due to the nonlinear behavior of melting ice, a slight increase in the rate of melting now would result in an enormous difference in how much ice melts over the next 100 years. You can relate this powerful effect to how much a homeowner saves from a 1-2% drop in interest rates over the life of a 30-year mortgage.

Think of it this way?if sea level is forecast to rise 1 foot, it is really a mid-range estimate between 0.5 feet and 2 feet. If the mid-range estimate is now 2 feet or even 3 feet, the possible range suddenly expands from 1.5 to 6 feet. Our coastal inhabitants and managers must be able to comprehend the scope of what such a change would mean for us.

We can look to Louisiana to see a parallel. The Louisiana coast, made up of the expansive Mississippi Delta, has been ground zero for an ongoing coastal catastrophe for decades. Due to numerous man-made alterations, the delta is sinking, that is the sea level is rising, as much as 3 feet per century (leaving some portions of New Orleans 10 feet below sea level). As a result, one football field-sized area drowns on the Mississippi Delta every hour, 15 square miles every year.

At one time Louisiana had numerous strings of sandy barrier islands along the delta, some having served as popular resorts as far back as the mid- 1800?s. Those that remain today are shifting landward and shrinking in size faster than any other barrier islands in the lower US. Hurricanes have finished off most of the Chandelier Islands, Timbalier Island, and Isles Dernieres?and the remaining ones will eventually suffer the same fate.

The Chesapeake and the Albemarle-Pamlico estuaries are the next largest coastal wetland systems in the US. If the Mississippi Delta barrier islands and wetlands give us any insight about the future of the Outer Banks and the Albemarle-Pamlico system, they don?t stand a chance facing 3 feet of sea level rise.

The Outer Banks of North Carolina differ significantly from Louisiana?s barrier islands. Louisiana never had one continuous unbroken line of islands; the Outer Banks are wider and higher in many places. We may not see a total collapse of the entire Outer Banks but it is a virtual certainty that we will see the islands migrating toward the mainland. Patch-up jobs will not suffice. Within the sounds, the marsh and swamplands will disappear in a similar fashion to the Louisiana marshes.

There is no credible reason to believe that sea level will not continue to rise indefinitely. The year 2100 is not the end of time. Will 3 feet become 6 feet or 10 feet? There is enough ice in the Greenland ice cap to raise sea level by 20 feet, and Antarctica has 10 times more ice than Greenland. Whatever happens centuries from now, the immediate future has enough potential for catastrophic change that we can?t just bury our proverbial heads in the sand and hope that we can patch up our beaches or stick our fingers in the dike.

It is time to make bold and innovative changes to our future economic and environmental planning for our coast. In the past we worried about saving a few beach houses; we must see that the news we are receiving now threatens our entire coastal economy.

Researchers develop self-healing electronics, adamantium sadly not included

In today's feature-laden electronics devices, the failure of one little electronic component can scuttle the entire package. To make matters worse, if the damage happens to strike something like a multilayer integrated circuit, then you pretty much need to replace the whole computer chip. But what if the chip could repair itself like a certain vertically challenged Canadian mutant? That's exactly what researchers at the University of Illinois at Urbana-Champaign managed to do after placing self-healing polymers on top of a gold circuit. Once a break occurred, microcapsules with liquid metal filled the crack and restored 99 percent of conductivity in mere microseconds. Self-healing electronics would especially be helpful on things like aircraft, where miles of conductive wires can make finding a break difficult, researchers said. The research is just the latest in a field that also has seen self-healing sensors and shape-memory polymers, but sadly, there's still no word on using this stuff to self-heal a broken heart....
