President's brother speaks out on Colombia talks

(AP) ? A brother of Colombian President Juan Manuel Santos has revealed that the country's largest guerrilla group had initially proposed to hold peace talks within Colombia or in neighboring Venezuela, rather than in Cuba.

Enrique Santos said in an article published in the newspaper El Espectador on Sunday that the government's team had insisted that the talks not be held in Colombia.

"We decided on Cuba for security and above all because it guaranteed confidentiality," Santos wrote in the article.

Representatives of the Colombian government and the Revolutionary Armed Forces of Colombia, or FARC, began discussions in Havana on Nov. 19 seeking a deal to end the country's decades-old conflict. They currently are taking a holiday break and are to resume talks on Jan. 14.

Santos, a journalist and former director of the Colombian newspaper El Tiempo, is not a member of the team involved in the current talks, though he has acted as an adviser to the government negotiators.

He revealed details of earlier discussions with the rebels starting in February 2011. He said he has been involved "in an irreversible way in this process."

Santos said that one especially complicated matter was getting one of the rebel leaders, Jaime Alberto Parra Rodriguez, to make the trip to Cuba for those initial discussions. Santos said the rebels were distrustful of the plans to shuttle away Parra, who is better known by the nom-de-guerre Mauricio Jaramillo or the nickname "El Medico."

"It was very hard to convince the FARC to ... accept putting (Parra) on a helicopter supplied by the state," Santos wrote. "At the time of picking him up, he appeared guarded by more than 50 men armed to the teeth. In the end there was crying by women guerrillas and a farewell ceremony. That was the first big achievement: getting Jaramillo to Havana. That process lasted nearly a year."

Santos said he and others arrived in Havana on Feb. 23, 2011, ahead of their first contacts with the guerrillas, and that after sitting together about 70 times, they finally signed a preliminary accord in August 2012 to launch the peace talks. Until they reached that point, Santos said, "various times we were on the verge of breaking off" the discussions.

NBA nets strong television ratings for Christmas Day games

New York, NY, United States (4E Sports) ? The NBA?s five-game Christmas Day schedule delivered big numbers on ABC and ESPN, based on overnight ratings according to Nielsen.

The Heat vs. Thunder game was the best of the day, Knicks at Lakers enjoyed the best-ever rating for early Christmas Day ABC game and the three games on ESPN were the highest rated triple header ever for the network.

Oklahoma City Thunder at Miami Heat, which was aired at 5:30 p.m. on ABC, generated a 6.0 overnight rating, making it the fourth highest-rated NBA regular-season game ever on ABC.

It was also the highest rated NBA regular-season game on ABC in Oklahoma City (23.2), Miami (15.9) and Tulsa (10.9).

The Knicks vs Lakers, which was televised on ABC at 3PM, generated a 5.9 overnight rating, up 11% compared to Boston Celtics-Orlando Magic in 2010 (5.3).

It is the highest overnight rating in this window since 2004.

ESPN televised three games, and as a group they averaged a 2.1 rating, up 17% from a 1.8 in 2010.

The network?s Denver Nuggets at Los Angeles Clippers, aired at 10:30 p.m., generated a 2.0 overnight rating, becoming the second highest-rated ESPN Christmas Day prime-time game ever.

Boston Celtics at Brooklyn Nets, aired at 12 p.m., matched the fourth-best rating for an NBA regular-season game on ESPN ever in the city.

It delivered a 3.1 rating in Boston, matching the fourth-best rating for an NBA regular-season game on ESPN ever in the market. Furthermore, the game?s 3.8 rating in Providence is the second-best rating for an NBA regular-season game on ESPN ever in the market.

Houston Rockets at Chicago Bulls aired at 8 p.m. generated a 1.7 overnight rating, up 21% compared to Denver Nuggets-Thunder in 2010 (1.4).

    Man pushed to death on New York subway

    (Reuters) - A man was pushed to his death in front of a New York subway train, police said, in the second such incident this month for the biggest U.S. rapid transit system.

    A suspect, described as a heavyset Hispanic woman, shoved the man into the path of an oncoming train late Thursday on an elevated station platform in the borough of Queens, police said in a statement.

    The man's body was pinned under the first car of the 11-car train. The woman fled the scene.

    Witnesses told police that the woman, who appeared to be in her 20s, was walking back and forth talking to herself before approaching the man from behind and pushing him as the train entered the station.

    The man did not notice her before the attack, the statement said.

    A subway rider was pushed onto the tracks in front of an oncoming train on December 3, and a New York man was charged in the death.

    The system is used by more than 5 million riders a day.

    Putin signs anti-U.S. adoptions bill

    MOSCOW (AP) ? President Vladimir Putin on Friday signed a bill banning Americans from adopting Russian children, making the legislation official less than 24 hours after his office received it from Parliament.

    The bill has angered Americans and Russians who argue it victimizes children to make a political point, cutting off a route out of frequently dismal orphanages for thousands of children. The Russian-language hashtag "PutinEatsKids" was trending on Twitter just minutes after Putin signed it.

    UNICEF estimates that there are about 740,000 children not in parental custody in Russia while about 18,000 Russians are on the waiting list to adopt a child.

    The law also blocks dozens of Russian children now in the process of being adopted by American families from leaving the country. The U.S. is the biggest destination for adopted Russian children ? more than 60,000 of them have been taken in by Americans over the past two decades.

    The measure is retaliation for an American law that calls for sanctions against Russian officials deemed human rights violators. The U.S. State Department has said it regrets Parliament's decision to pass the bill, arguing it would prevent many children from growing up in families.

    Children's rights ombudsman Pavel Astakhov says that 46 children who were about to be adopted in the U.S. would remain in Russia if the bill comes into effect.

    Putin has said that U.S. authorities routinely let Americans suspected of violence toward Russian adoptees go unpunished.

    The passage of the bill followed weeks of a hysterical media campaign on Kremlin-controlled television that lambasts American adoptive parents and adoption agencies that allegedly bribe their way into getting Russian children.

    A few lawmakers claimed that some Russian children were adopted by Americans only to be used for organ transplants and become sex toys or cannon fodder for the U.S. Army. A spokesman with Russia's dominant Orthodox Church said that the children adopted by foreigners and raised outside the church will not "enter God's kingdom."

  • Niger Delta ExxonMobil Spill, Nigeria - May 2010

    In Nigeria's Akwa Ibom State, an ExxonMobil pipeline ruptured on May 1 and spilled over a million gallons of oil, <a href="http://www.guardian.co.uk/world/2010/may/30/oil-spills-nigeria-niger-delta-shell" target="_hplink">reported the <em>Guardian</em></a>. The leak continued for seven days before it was stopped. <a href="http://www.huffingtonpost.com/omoyele-sowore/the-oil-spill-no-ones-tal_b_649220.html" target="_hplink">HuffPost blogger Omoyele Sowore explained</a> in July 2010 that an oil spill from ExxonMobil operations was nothing new to the country. He wrote that an "environmental catastrophe [had] been going on since December 2009." He described the toll on Nigeria: "There's oil on the surface of the ocean, wildlife coated in crude, fishermen losing their businesses."

  • Trans-Alaska Pipeline Spill - May 2010

    In May 2010, several thousand barrels of oil spilled from the Trans-Alaska pipeline "during a scheduled pipeline shutdown at a pump station near Fort Greely," <a href="http://www.huffingtonpost.com/2010/05/26/alaska-oil-spill-trans-al_n_589974.html" target="_hplink">explained AP</a>. No injuries were reported and officials said the spill was likely "limited to the gravel on top of the containment area's line."

  • Red Butte Creek Spill, Utah - June 2010

    In June 2010, a Chevron pipeline ruptured and spilled oil into a creek near Salt Lake City, Utah. It was first estimated that over 400 to 500 barrels spilled into the creek, which leads into the Great Salt Lake, <a href="http://www.huffingtonpost.com/2010/06/12/utah-oil-spill-500-gallon_n_610232.html#s99698" target="_hplink">reported AP</a>. Around 150 birds were "identified for rehabilitation." The <a href="http://www.huffingtonpost.com/2010/06/14/utah-oil-spill-officials-_n_611014.html" target="_hplink">oil did not reach the Great Salt Lake</a>, however. <a href="http://www.huffingtonpost.com/2010/07/14/chevron-cited-for-oil-spi_n_646340.html" target="_hplink">Chevron was later cited for the spill</a>, which released an estimated 33,000 gallons in total. In March 2012, <a href="http://www.huffingtonpost.com/huff-wires/20120324/us-oil-spill-utah/" target="_hplink">a group of 66 residents of a Salt Lake City neighborhood sued Chevron</a> for damage caused by the Red Butte Creek spill and a smaller spill in December 2011.

  • Kalamazoo River Spill, Michigan - July 2010

    In late July 2010, an Enbridge pipeline in southwestern Michigan sprung a leak and <a href="http://www.huffingtonpost.com/2010/07/27/michigan-oil-spill-among_n_661196.html" target="_hplink">spilled over 800,000 gallons of oil into a creek</a> which flows into the Kalamazoo River. By August, a regional EPA administrator said that significant progress had been made at the site, but "the agency cautioned that it will take months to complete the cleanup," <a href="http://www.huffingtonpost.com/2010/08/02/michigan-oil-spill-epa-of_n_667556.html" target="_hplink">reported AP</a>. By the end of September, <a href="http://www.huffingtonpost.com/2010/09/27/michigan-oil-pipeline-res_n_741233.html" target="_hplink">the pipeline -- which travels from Ontario to Indiana -- was back in operation</a>. The EPA later <a href="http://www.huffingtonpost.com/huff-wires/20111116/us-michigan-river-oil-spill/" target="_hplink">reported that about 1.1 million gallons of oil were recovered</a>, but pipeline operator Enbridge said that it would stick with previous estimates that only about 843,000 gallons were spilled.

  • Xingag Harbor Spill, Dailan, China - July 2010

    In July 2010, China experienced what was reported as the "<a href="http://www.huffingtonpost.com/2010/07/21/china-oil-spill-grows-off_n_653852.html#s120708" target="_hplink">country's largest reported oil spill</a>" after a pipeline rupture near the northeastern port city of Dailan. Several days after the spill, cleanup efforts were underway over a 165 square mile (430 square kilometer) area of the Yellow Sea. The Chinese government reported that about 1,500 tons or 461,790 gallons of oil had spilled, but <a href="http://www.huffingtonpost.com/2010/07/30/china-oil-spill-far-bigge_n_665038.html#s120708" target="_hplink">experts contended that the spill could have been "dozens of times larger,"</a> reported AP.

  • Peace River Spill, Alberta, Canada - April 2011

    In late April 2011, a pipeline in northwestern Alberta began leaking, and created the worst spill in the province in 36 years, <a href="http://www.calgaryherald.com/news/alberta/Rainbow+pipeline+leak+largest+years/4720888/story.html" target="_hplink">reported the <em>Calgary Herald</em></a>. About 28,000 barrels of oil were reportedly spilled from the Rainbow pipeline, which is operated by Plains Midstream Canada. The <em>Globe and Mail</em> revealed that the pipeline operators "<a href="http://www.theglobeandmail.com/report-on-business/oil-on-rainbow-line-halted-8-hours-after-problem-detected/article2013335/" target="_hplink">detected a potential problem nearly eight hours before halting the flow of crude</a>." A nearby school in a First Nation community was closed after residents reported "nausea, burning eyes and other symptoms," and several animals were found dead. In late July, Plains Midstream <a href="http://www.huffingtonpost.ca/2011/07/28/alberta-pipeline-owner-as_n_912796.html" target="_hplink">requested to re-open the pipeline</a> and begin to ship oil to Edmonton again.

  • Bohai Bay Spill, China - June 2011

    In June 2011, an oil <a href="http://www.huffingtonpost.com/2011/07/01/china-offshore-oil-spills-bohai-bay_n_888473.html" target="_hplink">spill occurred about 25 miles off the coast of China's Shandong province</a> in Bohai Bay. A second spill followed in July. In late August, <a href="http://www.huffingtonpost.com/2011/08/26/new-seeps-in-china-spill_n_937809.html" target="_hplink">it was reported</a> that ConocoPhillips had discovered more oil seeps in Bohai Bay, although only "1 to 2 liters (a quarter to a half-gallon) of oil and drilling mud were being released each day." The company reported that the 2011 spills released 700 barrels of oil and 2,500 barrels of drilling mud into the bay and that most of it was recovered. In September, <a href="http://www.huffingtonpost.com/2011/09/05/china-oil-spill-conocophillips_n_949745.html" target="_hplink">China's State Oceanic Administration claimed that oil was still seeping</a> underwater. In early 2012, Texas-based ConocoPhillips <a href="http://www.huffingtonpost.com/huff-wires/20120124/as-china-oil-spill/" target="_hplink">reached a settlement deal with the Chinese government</a> for $160 million.

  • Yellowstone River Spill, Montana - July 2011

    In July 2011, a pipeline beneath Montana's Yellowstone River ruptured and sent an oil plume 25 miles downstream, <a href="http://www.huffingtonpost.com/2011/07/02/yellowstone-oil-spill-pro_n_889363.html" target="_hplink">reported AP</a>. Despite reassurances from ExxonMobil that the pipeline was safe, <a href="http://www.huffingtonpost.com/2011/07/06/yellowstone-river-oil-spill-exxon-mobil_n_891246.html" target="_hplink">the July spill released what was originally estimated to be 42,000 gallons of oil</a>. With other 1,000 workers assisting the cleanup, ExxonMobil <a href="http://www.huffingtonpost.com/2011/11/04/yellowstone-river-cleanup-costs_n_1077106.html" target="_hplink">estimated that it would cost $135 million to clean the river</a>. In January 2012, <a href="http://www.huffingtonpost.com/2012/01/19/exxon-yellowstone-oil-spill_n_1216830.html" target="_hplink">it was reported</a> that ExxonMobil had increased its estimate of the spill size by 500 barrels. AP later <a href="http://www.huffingtonpost.com/2012/04/06/yellowstone-river-spill-response-plan_n_1408328.html" target="_hplink">reported the estimated spill size as 63,000 gallons</a>. <em><strong>CORRECTION:</strong> A previous version of this slide stated the estimated spill size as 63,000 barrels instead of gallons.</em>

  • North Sea Spill, United Kingdom - Aug. 2011

    In August 2011, <a href="http://www.huffingtonpost.com/2011/08/15/north-sea-spill-uk-oil-spill_n_927078.html" target="_hplink">an oil rig off the eastern coast of Scotland began leaking</a> oil into the North Sea. Royal Dutch Shell, which operates the Gannet Alpha oil rig, initially reported that 54,600 gallons of oil were spilled. A second leak soon occurred, turning the spill into the worst in the North Sea in a decade, <a href="http://www.huffingtonpost.com/2011/08/16/north-sea-oil-spill-shell_n_927941.html" target="_hplink">reported AP</a>. Several days later, Shell announced that it had "closed a valve from which oil was spilling into the North Sea," <a href="http://www.huffingtonpost.com/2011/08/19/shell-says-it-has-closed-_n_931379.html" target="_hplink">according to AP</a>. The spill released about 1,300 barrels of oil, which spread out over a 2.5 square mile (6.7 square kilometer) area.

  • Campos Basin Spill, Rio de Janeiro, Brazil - Nov. 2011

    In mid-November 2011, Brazilian authorities began investigating an offshore spill near Rio de Janeiro, <a href="http://www.huffingtonpost.com/2011/11/17/chevron-oil-spill-brazil_n_1100062.html" target="_hplink">reported AP</a>. Chevron initially reported that between 400 and 650 barrels of oil had spilled into the Atlantic, while a nonprofit environmental group using satellite imagery estimated that the spill rate was at least 3,738 barrels per day. Chevron soon claimed full responsibility for the spill. The brazilian division's COO said, Chevron "<a href="http://www.huffingtonpost.com/2011/11/20/brazil-oil-spill-chevron-_n_1104070.html" target="_hplink">takes full responsibility for this incident</a>," and that "any oil on the surface of the ocean is unacceptable to Chevron," reported AP. In December, Brazilian prosecutors announced that they were <a href="http://www.huffingtonpost.com/2011/12/14/brazil-oil-spill-chevron-payment_n_1149554.html"target="_hplink">seeking $10.6 billion in damages</a> from Chevron for the spill that leaked nearly 3,000 barrels of oil. In March 2012, a Brazilian federal judge <a href="http://www.huffingtonpost.com/2012/03/18/brazil-oil-spill-chevron_n_1355923.html" target="_hplink">allowed prosecutors to file criminal charges against Chevron and Transocean</a> and 17 executives from both companies were barred from leaving Brazil.

  • Rena Spill, New Zealand - Oct. 2011

    In October 2011, a Liberian-flagged cargo ship ran aground on a reef in Northern New Zealand and began leaking oil. With oil washing up on shore, a government minister deemed it <a href="http://www.huffingtonpost.com/2011/10/11/new-zealand-oil-spill_n_1004643.html" target="_hplink">the country's largest maritime environmental disaster</a> a week later. Although over 2,000 sea birds were killed by the spill that spilled about 400 tons of fuel oil, <a href="http://www.huffingtonpost.com/2011/11/22/new-zealand-oil-spill-penguins_n_1107289.html" target="_hplink">343 little blue penguins were rescued and cleaned of oil</a>. <em>[<a href="http://www.huffingtonpost.com/2011/12/22/new-zealand-oil-spill-penguins-released_n_1151788.html" target="_hplink">Watch video of the penguins' release into the wild here.</a>]</em> In January, <a href="http://www.huffingtonpost.com/2012/01/10/new-zealand-oil-spill-ship_n_1196568.html" target="_hplink">half of the stricken Rena began sinking</a> into the sea after breaking apart and spilling over 100 cargo containers.

  • Nigeria Oil Spill - Dec. 2011

    The spill, which took place near the coast of Nigeria, was reported as "likely the worst to hit those waters in a decade," <a href="http://www.huffingtonpost.com/2011/12/22/shell-oil-spill-nigeria_n_1164891.html" target="_hplink">according to AP</a>. After two days, the spill had affected 115 miles (185 kilometers) of Nigerian coastline. Several days after the December 20 spill, <a href="http://www.huffingtonpost.com/2011/12/26/shell-nigeria-oil-spill_n_1170198.html" target="_hplink">Shell reported that the leak -- which occurred about 75 miles offshore -- had been contained before it reached the Nigerian coast</a>. The spill, which covered 350 square miles of ocean at its peak, was reported as having released less than "40,000 barrels -- or 1.68 million gallons" of oil.

    The Sandy Hook shooting in Connecticut happened almost two weeks ago. The sorrow and implications of the fatal occurrence have not left the minds of most Americans.

    In fact, experts have been debating over the possibility of preventing future shootings. The topic of mental illness has become most prominent in this discussion, and experts are pondering how mental health care could potentially factor into prevention of future shootings.

    Gallup conducted a poll on Dec. 18, 2012, asking how effective people thought different solutions would be in preventing future mass school shootings. The most effective solutions were ?increasing the police presence at schools,? and ?increased gov?t spending on mental health screening and treatment.?

    One columnist for the Christian Science Monitor suggested that there needs to be more of a focus on preventing and addressing mental health issues and social isolation, which both can contribute to mass shootings in his opinion.

    Dr. David Sack, an addiction psychiatrist and CEO of Promises Treatment Centers, said in an email that he agrees better mental health care will gradually lead to less violence among the population of people with mental illnesses.

    "Django Unchained" contains the snappy dialogue, the laconic humor, the choreographed violence and the first rate acting we've come to expect from Quentin Tarantino. The movie was released on Christmas Day.

    It tells the story of a bounty hunter named King Schultz (Christoph Waltz) and the soon-to-be-freed slave turned bounty hunter Django (Jamie Foxx), who travel the South, meeting the local color as they team up to haul in or eliminate bad guys and to find Django's wife Broomhilda (Kerry Washington). If there were one theme for this movie, it would be revenge, writ large.

    It's gotten a 97 percent rating on Rotten Tomatoes.

    Here's what the critics are saying:

    ?Django Unchained? is Quentin Tarantino?s greatest exploration of the human condition, from its?idea of what is right to its heinous moments of evil.     The story is familiar, like a Gothic German fairy tale about a noble prince who sets out to rescue his beloved princess from the clutches of a despicable monster. Here, though, the prince is an ex-slave-turned bounty hunter (Jamie Foxx), the princess is his wife Broomhilda (Kerry Washington) and the monster is a playboy owner of a joint plantation and brothel, who goes by the name of Calvin Candie (Leo DiCaprio, who is clearly having a blast playing a slimy villain?who smokes like a chimney).

    Tarantino has populated this particular universe with his customary assortment of outrageous characters, such as Django?s oddball German partner (Basterds? Christoph Waltz), a?Colonel Sanders lookalike (Don Johnson), and an elder house slave who is the real brains behind Candie?s operations (Samuel L. Jackson).     Speedy boson machine could bridge classic and quantum computing

    A new type of machine could rival quantum computers in exceeding the power of classical computers, researchers say.

    Quantum computers?rely on the bizarre properties of atoms and the other construction blocks of the universe. The world is a fuzzy place at its very smallest levels ? in this realm where?quantum physics?dominates, things can seemingly exist in two places at once or spin in opposite directions at the same time.

    The new computers rely on "boson" particles, and resemble quantum computers, which differ from traditional computers in important ways. Normal computers represent data as ones and zeroes, binary digits known as bits that are expressed by flicking switch-like transistors on or off. Quantum computers, however, use quantum bits, or qubits (pronouced "cue-bits"), that can be on and off at the same time, a state known as "superposition."

    This allows the machines to carry out two calculations simultaneously. Quantum physics permits such behavior because it allows for particles that can exist in two places at once or spin in opposite directions at the same time.

    In principle, quantum computers could solve certain problems much faster than can?classical computers, because the quantum machines could run through every possible combination at once. A quantum computer with 300 qubits could run more calculations in an instant than there are atoms in the universe.

    However, keeping qubits in superposition is challenging, and the problem grows more difficult as more qubits are involved. As such, building quantum computers that are more powerful than classical computers has proven very difficult.

    Now, though, two independent teams of scientists have built a novel kind of device known as a boson-sampling computer. Described as a bridge between classical and quantum computers, these machines also make use of the bizarre nature of quantum physics. Although boson-sampling computers theoretically offer less power than quantum computers are capable of producing, the machines should still, in principle, out-perform classical computers in certain problems.

    In addition, a boson-sampling computer does not require qubits. As such, "it's technologically far simpler to create than building a full-scale quantum computer," said researcher Matthew Broome, a quantum physicist at the University of Queensland in Australia.

    Boson-sampling computers are actually a specialized kind of quantum computer (which is known more formally as a universal quantum computer).

    "The main difference between boson-sampling computers and universal quantum computers is that boson-sampling quantum computers can't solve a universal set of problems like universal quantum computers can," Broome said. "But they are still conjectured to be able to solve problems that would be massively intractable for classical computers. Boson sampling computers are an intermediate model of a quantum computer."

    Boson-sampling computers are not based on qubits, but on particles called?bosons. "In our case, we use photons," said researcher Ian Walmsley, a quantum physicist at the University of Oxford in England. Photons are the packets of energy that make up light, and are one type of boson.

    Broome and Walmsley were in separate groups that each devised a boson-sampling computer, based off concepts first described by theoretical computer scientist Scott Aaronson at MIT. The computers involve multiple devices that can each generate single photons. The photons are inserted into a network where they can interact with one another. They emerge from outputs equipped with sensors to analyze the particles.

    The task of calculating which outputs these photons will emerge from, an operation known as boson sampling, grows well beyond the capabilities of classical computers the more photons are involved. The new computers accurately resolved what paths the photons would take ? three photons with Broome and his colleagues' machine and four in Walmsley and his collaborators' device.

    Since boson-sampling computing is in its infancy, it remains uncertain whether these computers can solve problems beyond boson sampling. Still, this research suggests that computers based on quantum physics could indeed tackle problems beyond the reach of classical computers.

    Previously, there was nothing to say "that anything you can do on a quantum computer you can't do on a normal computer, which leaves in question the necessity for quantum computers," Broome said. "Now, with boson sampling, we're coming up with machines based on quantum physics that can attack problems strongly believed to be intractable for classical computers."

    In the future, "it would be great to push these computers toward more photons to tackle problems that would be challenging to simulate on normal computers," study coauthor Walmsley added. Using about 20 to 30 photons would?be a problem?beyond the capabilities of classical computers.

    Both research teams detailed their findings online Dec. 20 in the journal Science.

    Netflix suffers Christmas Eve outage, points to Amazon

    NEW YORK (Reuters) - An outage at one of Amazon's Web service centers hit users of Netflix Inc.'s streaming video service on Christmas Eve and was not fully resolved until Christmas day, a spokesman for the movie rental company said on Tuesday.?

    The outage impacted Netflix subscribers across Canada, Latin America and the United States, and affected various devices that enable users to stream movies and television shows from home, Netflix spokesman Joris Evers said. Such devices range from gaming consoles such as Nintendo Wii and PlayStation 3 to Blu-ray players.?

    Evers said that the issue was the result of an outage at an Amazon Web Services' cloud computing center in Virginia, and started at about 12:30 p.m. PST (2030 GMT) on Monday and was fully restored Tuesday morning, although streaming was available for most users late on Monday.?

    "We are investigating exactly what happened and how it could have been prevented," Evers said.?

    "We are happy that people opening gifts of Netflix or Netflix-capable devices can watch TV shows and movies and apologize for any inconvenience caused last night," he added.

    An outage at Amazon Web Services, or AWS, knocked out such sites as Reddit and Foursquare in April of last year.?

    Amazon Web Services was not immediately available for comment. Evers, the Netflix spokesman, declined to comment on the company's contracts with Amazon.

    The night was silent. Nani and Bill carefully crawled out of their bed, reaching underneath to pull out their hiking shoes. ?Was that an earthquake?? Bill asked. Nani replied, ?Either that or we just got hit by a semi truck.?

    They heard glass shattering in the background. Nani flipped on her flashlight. ?Wow, what a mess,? Bill said as he looked around their bedroom. As they made their way to the front door with their Map Your Neighborhood guide, Bill tore off the last page. He affixed it to the outside of their door showing a large ?OK? to anyone passing by.

    Nani tried both her cell phone and landline telephone. ?They?re both out.? she told Bill. ?Looks like our communication systems just went seriously low-tech.?

    The desire for information is a common response after a natural disaster, which is made complicated when the disaster is widespread. Emergencies will knock out our normal means of communication and, unless we?ve done a bit of pre-planning, we?ll be left in the (informational) dark. In a widespread emergency, normal communications (telephone lines, cell towers) may not be restored for weeks to months, as we?ve seen in the aftermath of recent earthquakes and tsunamis. The information needed after an emergency ranges from broad (how widespread an area was affected, which dictates how soon help will arrive) to narrow (two people on our street need medical attention ASAP). By ensuring you have two-way communications to and from both your hyperlocal area as well as your region, you can make significantly better decisions for yourself, your family, and your neighbors.

    Emergency Communication Strategies

    Help signAs we learned in Dr. Johnson?s Map Your Neighborhood program, communications begin right away after a disaster with the placement of an OK sign or a HELP sign on your front door. Neighbors who have gathered and then sent out a team to canvas the street will use these signs to focus quickly on those most in need. Since we cannot rely on any technology communication such as telephones immediately after an emergency, this low-tech solution is both appropriate and efficient.

    People Power.?Signs are one low-tech communication option. Bicycles, horses, and even a teenager from the cross country team are other possibilities for helping communications flow after a disaster that has blocked our roads from vehicular travel. Your daily walk will give you a good idea of how far you can travel by foot to solicit information from and share news with neighbors. Go! Bainbridge?is an organization dedicated to expanded nonvehicular travel and transportation around our town and a great resource for anyone walking, biking, or horse riding. Two-way radios

    Two-Way Radios.?We can also leverage high-tech solutions during post-disaster Map Your Neighborhood safety sweeps, such as short-range two-way radios (also known as walkie talkies) that have been pre-charged or stored with fresh batteries removed but attached. Fast communication via these short-range devices is particularly important for more dense housing like apartment complexes where shouting for help to Map Your Neighborhood teammates will be ineffective as well as for exurban neighborhoods with more distance among homes.

    Two-way radios are a useful addition to any go bag?and have value in nonemergency times when cell phones are not reliable, such as during hiking. Long-range two-way radios can transmit over distances from 5 to 20 miles. However, for both short- and long-range radios, keep in mind that the manufacturers grossly overstate the distance of effectiveness. Any obstruction to the signal (trees, walls, vehicles) will cause interference and lower the effective range.

    Having at least one of these long-range radios in each neighborhood is important for communication with other neighborhoods and the emergency professionals in the area who are gathering information and coordinating relief efforts. Some disasters we can see coming?like a hurricane or a flood?and take appropriate measures. But many disasters, such as tornados or earthquakes, don?t announce themselves in advance. It?s for those unknowable emergencies that communication before the event is so important. A small bit of discussion and planning ahead of time can prepare a neighborhood. Part of that pre-planning includes equipping your street with the correct communications gear, since your local Ace Hardware will sell out of walkie talkies within the first 30 minutes of an emergency.

    When looking at emergency weather radios and two-way communication devices (both short-range and long-range), remember to think through how to power those devices in a long emergency. After Hurricane Sandy, we saw citizens creating and sharing solar panel recharging hot spots on street corners. As we discussed in our article on energy, one set of chargers can power an entire street full of devices.

    Ham radioLet?s Talk Ham.?The use of both short- and long-wave handheld radios is important for family reunification plans that have wisely designated an out-of-area contact person to help coordinate the gathering of family members in a disaster area. But what to do when both cell and phone systems are down and you are trying to reach your out-of-area contact person? Ham radio bridges the gap between local communication and long-distance communication in a no-power scenario after a natural disaster.

    Thankfully our town has an active radio club?that can connect the various parts of our small town even when our phone and cell systems have become overwhelmed and failed. David?Gutierrez of the Bainbridge Amateur Radio Club will work with the fire department in the aftermath of a disaster to reestablish communications across the town and beyond.

    We currently have ham radio installations at several neighborhood shelters. Through Prepared Neighborhoods, we are recruiting more with the goal of having a shelter within walking distance of every neighborhood in our town. Post-disaster, after they secure their own family and immediate neighborhoods, local ham radio operators are to walk to their nearest shelter equipped with ham radio equipment so they can help with communications. These shelters?such as Islandwood?and the Senior Center?are being set up by Prepared Neighborhoods to provide for winter warmth and year-round communications with the emergency professionals in our town.

    Bainbridge Island Fire Department Phelps Road StationEmergency Operating Centers.?On Bainbridge Island, the fire department is responsible for training city employees in emergency preparedness, creating an Emergency Operating Center system, and encouraging Map Your Neighborhood preparation among citizens. I asked Assistant Fire Chief Luke Carpenter about our emergency procedures. He said,??The Emergency Operating Center (EOC) system exists to provide continuity of service for the governance of our island. It is a locus for information after a large disaster, for both the collection and dissemination of information. In an emergency, all community needs like public works come into our EOC. If our local resources can handle it, the resources get dispatched. If we can?t handle the request locally, we push it up to the county?s EOC, and the process repeats there with them pulling from their county resources. From there the request can quickly go up to state and federal levels for fulfillment.?

    Carpenter gave an example specific to Bainbridge Island and the system of neighborhood shelters we are currently setting up: ?Let?s take fuel trucks as an example. If we lose power, the warming center at the Senior Center is activated. But if we lose power for an extended period, their propane-fired system will need to be refilled as it only has a six-day supply of fuel. That pending need comes to us, and our EOC looks at our facilities. Because there is no propane storage on the island, we would pass that request on to the next communication node off our island: the Kitsap County Department of Emergency Management (KCDEM) EOC. The propane would likely be delivered via barge if the bridge is down and the ferries are not operating.?

    Bulletin boardBulletin Boards.?Years ago our town had a bulletin board system in place for distributing information in situations in which Internet and telephone systems were inoperable. An acrylic holder was mounted outside Ace Hardware to protect the paper flyer that would be posted as part of that system. The system has since fallen by the wayside, but it could be resurrected quickly if citizens were to take responsibility for the its maintenance. An map of these bulletin board locations could be maintained by the Prepared Neighborhoods team for the use of our officials in an emergency.

    Backup Communications Systems.?To further facilitate communications, Prepared Neighborhoods has contracted with the software development team Recovers?to create the backup systems that our town would be able to use?with or without power?for communications among neighborhoods, our shelters, and our professionals at the fire department. Bainbridge Island is the first Recovers project to be worked on before a natural disaster has struck (most of their clients are in the middle of experiencing a flood or the aftermath of a tornado).

    The Recovers team has been quite responsive to our numerous change requests for tweaking their online tools to better fit a team working on preparedness rather than a team responding to an existing emergency. Caitria O?Neill is the CEO and Co-Founder of Recovers. We talk every week as we?re building out the Bainbridge Island site on their platform. I recently asked her specifically about the importance of communications.

    Both disaster preparedness and recovery depend upon the ability of a community to communicate with itself and the outside world. Every community has a wide range of technical capability. There will be extremely tech-savvy households standing right next to a resident who chooses not to have any devices that connect to the Internet. When trying to reach people with information on how to prepare and recovery information in the case of a disaster, you have to keep this in mind. A working system has to continue to function when the web goes down in an emergency.

    In the aftermath of Hurricane Sandy, we saw a few amazing communication systems spring up. New York City residents with web connectivity and tech expertise scraped the Internet for information, updates, and explanations of how to access aid. They then shared this information using a variety of social media tools and other software. People who saw it could print off a resource sheet and distribute it in one of the ?dead zones? to those who could not access and collect this information themselves. Gaps in Internet access were covered by volunteers who knew that they could help by walking around with information on foot.

    Really, the tools don?t matter as much as the plan. You can train residents right now where to find information to print and distribute after a disaster. You can leverage a door-to-door volunteer who is using an iPad or paper forms for data collection. The important thing is to start planning and to assume different levels of tech capability for each neighborhood.

    CommunicationLocal Media.?In addition to leveraging communications experts from afar, we?ve also turned to experts in our own backyard to help our emergency preparedness professionals quickly and efficiently get out the word during and after emergencies. Our local go-to source for daily news on our island is called Inside Bainbridge,?published by Julie Hall and Sarah Lane (disclosure: Sarah is also one of my editors!). Just as other local citizens have their own Step 10 in the Map Your Neighborhood procedures, Sarah and Julie are on the hook for helping our fire department and local ham radio operators with navigating social media and texting for the dissemination of emergency response information. I asked Sarah about her preparation for post-disaster communication:

    With our increased awareness of what happens to media in an emergency, in some ways it feels like we are returning to an older time, a time with a town crier or a posted broadside. But really what?s happening is we are learning to be more agile and to use the wide array of tools available to us. We start with our website. When that goes down, we use our phones and post via Twitter. When the cell towers are down, we turn to ham radio and send out news that way.

    I feel we?re very fortunate to have a forward thinking Fire Department at the helm, inviting us to participate in the process early on, well before the emergency, because they have a good understanding of the options and the way the different technologies work and then stop working. They understand that commanding an audience and knowing how to deliver the news are essential, no matter what the medium.

    Starting the Conversation Before the Disaster

    Lloyd's signal stationCitizens can alleviate much of the pressure put on our preparedness professionals in a time of widespread crisis by coordinating efforts directly among neighborhoods to leverage our huge range of collective skills. As we discussed earlier, one Map Your Neighborhood street may have three medically trained citizens living on it, and another may have two structural engineers. When a disaster strikes, after each Map Your Neighborhood street has ensured its initial stability, residents can begin to communicate with other nearby streets to asses their needs. Being able to swap a nurse for a structural engineer greatly benefits both locations.

    Communication is one of the building blocks to good relationships, whether it is with your spouse or the rest of your neighborhood. The success of your Map Your Neighborhood project relies on open dialogue with the rest of your neighbors at least once a year to update one other on any special needs, changes in the home, and additional skills you?ve learned that year that can be of benefit to the neighborhood.

    Meeting the Neighbors.?We do our Map Your Neighborhood annual get-together as a post-holiday party each year, part of a ?we can survive another winter together? set of holiday parties, usually set in January after the business of the season has begun to wane a bit. We?ll spend ?about 45 minutes discussing Map Your Neighborhood and the rest of the evening socializing. But that?s just for our street.

    Bainbridge Islander Leslie Marshall has spent several years combining individual streets in her Commodore neighborhood to form a cohesive Map Your Neighborhood group spanning 65 homes.

    People have busy enough schedules that it is difficult to find a time that works for even a majority of the invitees, let alone everyone. What has worked for me is to go to every home in our neighborhood, explain to the adult who answers the door just what the MYN and Prepared Neighborhoods initiatives are all about, and have that person fill out the questionnaire right then. If no one is home when I visit or if it is just not a good time for a conversation, then I keep returning until I can have the chat and collect the data. (Some of the conversations continued for an hour or more!) If the person declines to participate (which happened for just two homes out of 65), I thank them and do not return.

    This takes time but has the benefit of being good exercise in the fresh air for me! It also helps build trust. Some neighbors have, after our conversation, walked with me to their next-door neighbor to introduce me. I have gotten to know each of our neighbors personally through these conversations, and we chat briefly when I pass them by on my daily walks. We made an email distribution list, which has a secondary use when dealing with the rash of burglaries in our neighborhood about two years ago.

    When I decided that our list really needed updating this year, it was much easier to collect the data?everyone except the newest neighbors knew me at least by name, and this time the data were going to our highly regarded Fire Department. Many thanked me for keeping us all informed and spontaneously offered even more assistance if any emergency did arise. This kind of approach obviously takes a lot of time, but the results are impressively thorough. And it is a great way for a newcomer (which I was when this all started) to get connected in a deep way to one?s community.

    CommunicateA Community Conversation. Communications about neighbors taking care of neighbors do not need to be limited to Map Your Neighborhood conversations. As we?ve been discussing in previous articles, the connection between emergency preparedness and sustainability in our neighborhoods spans multiple topics, from water and food to shelter and transportation.

    Bringing interesting conversations to the forefront on a wide variety of topics important to citizens is the passion of Bainbridge Islander Ann Warman.?Ann?s most recent venture, VillageSpeak,is a forum in which local is put at the forefront. ?Local issues, local leaders, and local discussions? is the tagline for this forum that cultivates listening, learning, and engaging on issues important to the heart of a small town.

    VillageSpeak was formed as a nonpartisan organization, to bring people together from all across town, connecting diverse voices and ideas. We wanted to deepen neighborly exchange and create a regular forum to explore local issues from many different perspectives before challenges hit the fire, not just during and after.

    Connected community gives character to place. It?s through open conversations that town involvement deepens, that mutual concern is elevated, and that new paths are discovered, cultivating our community as a responsive, safe place for individuals and families. Building community is a process that spans the lifetime of a village and its people. Our town thrives when inclusion, collaborative discussion, and civic participation are honored and encouraged.

    As Ann described, conversations within our neighborhoods about preparedness are not just relegated to what we do during and after an emergency. To build true resiliency and create true sustainability in our community and our individual lives, we can take action now. Rather than just lamenting the latest natural disaster or foolishly thinking ?it can?t happen here,? consider taking action instead. Start with a discussion with just a few of your neighbors about checking in on each other after a disaster. And enjoy the peace of mind those new relationships bring.
